How to Understand Assessment Validation and Validate Assessments

RTOs must handle various tasks post-registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation usually presents the biggest challenge.

Although we've written about validation many times, let’s redefine it. ASQA refers to validation as a quality review of the assessment process.

Validation involves checking which aspects of an RTO's assessment process are accurate and identifying areas for improvement. With a solid understanding of its components, validation is less intimidating.

The 2015 SRTOs Clause 1.8 requires RTOs to make sure their assessment systems, including RPL, are compliant with training package requirements and conducted per the Principles of Assessment and Rules of Evidence.

According to the standards, RTOs must conduct two types of validation.

The first type of assessment validation checks that your RTO's assessment aligns with the training package requirements in your scope.

The second kind of validation ensures assessments are carried out in accordance with the principles of assessment and rules of evidence.

This means we validate assessments both before and after they are conducted. This article will cover the first type—assessment tool validation.

The Two Types of Assessment Validation Explained

What Does Assessment Validation Mean?

As noted earlier and in our earlier blogs, validation is divided into two stages: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, known as pre-assessment validation, pertains to the first part of the clause, focusing on meeting all unit requirements and ensuring total workbook compliance.

On the implementation side, post-assessment validation ensures Registered Training Organisations conduct assessments according to the Principles of Assessment and Rules of Evidence.

Our focus here will be on assessment tool validation.

Steps to Perform Assessment Tool Validation

With a grasp of the two validation types, let’s focus on assessment tool validation.

Appropriate Times for Assessment Tool Validation

Assessment tool validation is intended to confirm that all elements, performance criteria, and performance and knowledge evidence are met by your assessment tools.

This means that whenever new learning resources are acquired, assessment tool validation must be performed before they are used by students.

There's no requirement to wait for your next 5-year cycle validation schedule. Validate new resources promptly to ensure they’re ready for students.

Still, this isn't the sole reason for conducting this type of validation. Conduct assessment tool validation when you:

- when resources are updated
- your new training products get added on scope
- when course is reviewed against training product updates
- learning resources get identified as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Choosing Training Products for Validation

Bear in mind, this validation aims to ensure compliance of all learning resources before use. All RTOs are required to validate all unit resources.

Resources Required for Assessment Tool Validation

Learning Materials

To conduct assessment tool validation, you will need the entire suite of your learning resources:

Mapping tool – this should be the first document to examine. It shows which assessment items correspond to unit requirements, facilitating quicker validation.

Learner/student workbook – validate its suitability as an assessment tool. Confirm that instructions are clear and answer fields are sufficient. This is a common problem.

Assessor guide/marking guide – also verify if instructions for assessors are sufficient and if clear benchmarks for each assessment item are provided. Clear benchmarks are crucial for reliable assessment outcomes.

Other related resources – might include checklists, registers, and templates developed independently from the workbook and marking guide. Validate them to confirm they fit the assessment task and address unit requirements.

Validation Committee

Clause 1.11 specifies the criteria for validation panel members, indicating that validation can involve one or more persons. RTOs usually require all trainers and assessors to participate, sometimes including industry experts.

Your validation panel, as a group, must possess:

Vocational competencies and industry skills relevant to the unit being validated

Up-to-date knowledge and skills related to vocational teaching and learning

Any of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or an equivalent successor

Validation checklist/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates are available online. These tools generally have validators review the tools as a whole to determine if they meet the principles of assessment.

While such templates facilitate validation, they often result in judgment errors because there’s insufficient space for comments on each assessment item.

It is highly advisable to use a more detailed template for evaluating each unit requirement and its corresponding assessment items. Below is an example:

As mentioned in our blog post Common Problems In Assessment Tools, it’s crucial that your assessment tools enable trainers to follow assessment principles and evidence rules.

Essential Principles of Assessment
Fairness – Does the assessment provide equal opportunity and access to all participants?

Flexibility – Are different options provided in the assessment to demonstrate competence based on individual needs and preferences?

Validity – Is the assessment evaluating what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment achieve consistent results every time, no matter who conducts the training? Will different assessors consistently decide on skill competence?

Evidence Basic Rules

Validity – Does the evidence prove that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there adequate evidence to confirm the learner has the required skills and knowledge?

Authenticity – Does the assessment tool prove that the work is the candidate’s own?

Currency – Are the assessment tools based on current units of competency and modern industry practices?

Although these are commonly addressed in VET professional development and nationally recognised training, a lot of tools still fail to meet these requirements.

To avoid employing learning resources that fail to meet all unit requirements, be sure to follow these guidelines:

Walk the Talk

Take note of the verbs used in the unit requirements and make sure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Complete each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:

diapering

prepare bottles, bottle-feed babies, and clean equipment

solid foods preparation and feeding babies

respond properly to infant signs and cues

prepare infants for sleep and settle them

monitor and support age-appropriate physical exploration and gross motor skills

Having students explain changing nappies for babies under 12 months old doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be carrying out the tasks.

Keep an Eye on Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Entire or Not Competent

Pay attention to lists. As noted earlier, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address click here all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What kinds of information can be included in a work package?

The answer might include:

Compulsory resources

Associated costs

Time span of activities

Appointed roles and responsibilities

When an assessment item demands multiple answers, indicate the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.

This is also true for assessment items with double-barrelled questions or those that require multiple answers at once. These can confuse students and assessors, as demonstrated in the sample question below:

Name a hazard and/or environmental issue in the workplace and choose the most effective hazard control hierarchy.

Answers may include, but are not limited to:

Weather conditions – isolation of work area, engineering controls, personal protective equipment

Work area and ground conditions – eliminating hazards, isolation, use of engineering controls

People – isolating, use of engineering controls, administrative controls

Structural hazards – substitution, isolating, engineering controls

Chemical hazards – isolation, use of engineering controls, administration

Equipment or machinery – isolation, use of engineering controls, administrative controls

Avoiding double-barrelled questions makes it easier for students to respond and for assessors to accurately judge student competence.

Given these requirements, you might wonder, “Don’t learning resource developers provide audit guarantees?” However, these guarantees require waiting for an audit to rectify noncompliance. This impacts your compliance history, so it’s better to take a safe and compliant route.
